Can the delete function be disabled in SharePoint so a user will not accidentally delete the file?

Short answer: No.

The ability to delete a document is based on the permission of the user. In SharePoint permissions are divided into two types: those who can see things and those who can do things. In addition, permissions are applied at the site level so they can be easily managed. Initially, Harker will not be utilizing all of the SharePoint features and only two classes of standard users: Contributors and Readers.
